I buy the regular heavy duty diagonal cutters from the tool section of my friendly local department store:
Then I flatten the side of the jaws to make them flush cutting. They're incredibly sharp and leave fret ends cut perfectly square.
Eventually, the cutting edges become chipped, so I simply return the cutter for warranty replacement. . .
